China is one of the countries with the most frequent occurrence of natural disasters in the world. The complexity and disorder of natural disasters lead to the government's emergency rescue is not timely, the work is not specific, the scope is difficult to cover, and the governance of natural disasters is facing great challenges. In recent years, NGOs have been more and more involved in the treatment of natural disasters, and have effectively made up for the deficiency of government power in disaster management by using their own resources and expertise. However, there are still some problems. Therefore, this paper analyzes the current situation and shortcomings of NGOs' participation in disaster management from three dimensions: pre‐disaster prevention and early warning, orderly rescue and post‐disaster reconstruction. Through the analysis, it is found that the legal status of NGOs participating in natural disaster management is not clear, resource conditions are relatively restricted, professional ability is uneven, and social credibility is lacking. Therefore, only to perfect the nongovernmental organizations to participate in the legal safeguard mechanism, optimization of the development of NGOs of internal resource allocation and promoting non‐governmental organizations to participate in professional management ability, strengthen the social public to the identity of the NGOs to effectively improve the efficiency of the natural disaster emergency rescue by non‐governmental organizations, to participate in the plight of emergency rescue.
