戰後台日觀光交流下的台灣觀光協會（1956－1978）

摘要

成立於1956年的台灣觀光協會，是戰後最早成立的觀光社團，協會成員來自於各觀光相關事業，政府單位亦固定派員參與，台灣觀光協會內部亦有會員擔任公職，因此使得協會與政府之間溝通緊密，台灣觀光協會對於戰後觀光事業的發展具有一定的推動力，除了配合政府政策的實施，例如使用美援的專款來推行國際宣傳，同時也不斷超前提出建議、督促政策的制定與推行，例如建議延長免簽證的時數來提高外國旅客來臺旅遊的便利性，也獲得政府的採納。其會務的發展不但與臺灣觀光史相結合，在外交史上亦佔有一席之地，協會所參與的國際交流活動除了推動觀光事務的發展，而當臺日斷交、臺日斷航時，台灣觀光協會更是發揮了國民外交的功能，使得臺灣在國際場合上不至於缺席。

Taiwan Visitors Association established at 1956, which was the first private sector of tourism organization after WWII in Taiwan. Association members were from various tourism-related businesses, and also public officials involved, so association can close co-operation with government. Taiwan Visitors Association pushed Taiwan tourism industry develop, cooperated with government policy, and suggested how to improve tourism policy. Taiwan Visitors Association also played a role in diplomacy, especially when Taiwan-Japan severance of diplomatic relations (1972) and interruption to navigation (1974).
