促參政策推動目標之評析-以英國經驗為例

In recent years, Taiwan's government has made great efforts to promote private participation in public works. The total value of such projects executed in 2004 reached more than 100 billion NT dollars. How to evaluate their performance? In fact, the performance can be evaluated either according to results or according to efficiency. The former involves assessing the capital value created by completion of the project per unit of input; the latter involves assessing the relative efficiency of private versus government provision of the public service delivered by the project. In the UK experience, the main purpose of such policy is to ensure that private participation actually brings heightened efficiency to the implementation of public works. On this basis, pursuing greater private participation will generate greater efficiency. When the government is functioning under fiscal constraints, expanding the input of private resources into public works serves both to boost economic growth and to raise the level of public services. The government should adopt a dynamic approach to managing private participation in public projects, and adjust how it carries out this policy in accordance with the performance at each stage of the project implementation.
