台灣二氧化碳排放量的危機

摘要


2006年台灣地區人均二氧化碳排放量高達13.19公噸,將近世界人均排放量的3倍,除石油輸出國外,高居全世界第七位。經過國際貿易和森林碳積存調整後,凈人均二氧化碳排放量依然高達11.01公噸。亟須儘早設法降低。以免日後一旦訂定國際公約開始向高人均凈二氧化碳排放國收取二氧化碳排放費時,對台灣的經濟發展造成極其負面的影響。

In 2006, the per capita carbon dioxide emissions in Taiwan reached 13.19 metric tons, nearly 3 times the global average. After the exclusion of the OPEC countries, this emission level ranked Taiwan as the 7th highest in the world for that year. Even after adjustments for international trade and forest carbon sequestration, the net per capita carbon dioxide emission for Taiwan still stood at 11.01 metric tons. Policy initiatives should be taken soon to reduce such emission level. In case once an international agreement is reached to start charging high net per capita carbon dioxide emission countries for their excess carbon dioxide emissions, Taiwan economy would not suffer severely.
