北台八縣市區域發展合作模式之研究

The Study on the Model of Regional Development Cooperation in Northern Taiwan

摘要

區域發展已是許多先進國家提升競爭力與促進國家發展進步的核心課題之一。北台八縣市亟思並建構核心城市與周邊城市的合作機制，有效結合北台區域各縣市的力量，共躋國際舞台，逐漸成為相關地方首長的治理共識。2004年時，北台八縣市凝聚此合作氛圍，由時任台北市長的馬英九總統倡導、催生出「北台區域發展推動委員會」進行運作。研究認為，北台八縣市區域合作與發展模式，已跳脫過去傳統改革主義者觀點與公共選擇理論，經由「由下而上」的運作模式，以新區域主義形塑區域間的策略性夥伴關係。然而此一運作除發生積極效用外，亦衍生相關合作基礎與困境的討論，包括《區域計畫法》、《地方制度法》、《行政法人法》、《國土規劃法》草案等相關法規措施之因應與整合。在倡議區域合作與發展，並期待北台躋身世界核心城市的目標願景，本研究建構北台區域組織可與中央發展出共同推動區域合作的運作模式，包括成立如區域建設推行委員會、成立財團法人、社團法人、行政法人等，皆能協助北台區域組織成為法制化組織進行運作，並有助於進行區域合作與發展。

Regional development has become an essential issue amongst many advance countries with regard to the promotion the competitiveness of a state. Eight counties in northern Taiwan have contributed an idea in relation to the cooperation of regional development. With the support of Former Taipei Mayor Mao as well as many local governors, eight counties are collaborating their strength and founded Northern Taiwan Development Commission (NTDC) in 2004. Studies show that the cooperation of regional development amongst eight counties has avoided the defects of traditional reformist view, as well as that of public choice theory. Through the operational model from bottom to up, new regionalism has established a strategy partnership. However, there is a need to form a complete set of measurements in order to make this cooperation more effective. Such measure might include the establishment of Regional Planning Act, Local Government Act, Administrative Legal Person Act, and National Spatial Planning Draft. This study recommends the NTDC should collaborate with central government in advance regional cooperation. The establishment of Regional Construction Promotion Committee, legal person (foundation and association etc.), all can contribute to the institutionalization of the NTDC in the name of regional development.
