財務教育對資產累積方案重要性:社工督導經驗之探討

The Importance of Financial Education to Asset Accumulation Program: Experiences from Social Workers' Supervisors

摘要


根據文獻、研究和原始設計,財務教育是資產累積方案的重要核心,是方案運作的主軸,也是培力課程的一種。在臺灣,資產累積施行已經超過10年,當中的財務教育亦被視為眾多培力課程之一,常由方案執行單位邀請外部人員講授,課程屬性多為單次、非連續的模式,加上平常服務對象差異,財務課程較難引起方案參與者共鳴,課程內容也難運用在生活中。因此,我們建議讓社工取代外部人員,擔任方案中財務教育的實作者,讓社工直接服務熟悉的個案,將財務知識當作一種助人工具,結合原有的個案和團體工作,從個案的財務行為預知或發現問題,進一步改變個案的生活。事實上,無論是否參與資產累積方案,社工常接觸經濟弱勢,培養社工財務知識是重要的,我們建議將知識課程規劃成基礎和進階,整理日常生活簡單且時常遇到的經濟議題,提供社工學習機會,爾後,再依照服務對象或領域的不同,授與進階的相關課程,透過跨領域的專業學習,為個案提供改變契機。

Previous studies have shown financial education is essential to the assets accumulation program design and implementation. It is one of the various empowerment curriculums. Assets accumulation program has been developed in Taiwan for over a decade. Financial education, as one of the empowerment curriculums, is usually taught by external experts invited by the implemented organization. The curriculum design uses the one-time and discontinuous model. Plus the great heterogeneity of trainees, it is difficult for the existing financial education to raise trainees' resonance and be applied to clinical practice. Therefore, we suggest it should be the social workers themselves to teach and practice the financial education. Social workers could directly serve their client they are familiar with by using financial knowledge as an assistance tool, applying the existing skills of case work and group work, and predicting or finding out the problems via their client's financial behavior, in order to improve their clients' life. In fact, whether or not the social workers participate in the assets accumulation program, they have a lot of chances to encounter clients with financial disadvantages. It is important to educate social workers with financial knowledge. It is suggested the curriculum design should be divided into basic and advanced two levels. The basic level course should collate the simple but commonly seen financial issues in daily life to educate social workers. The advanced level should introduce a multi-disciplinary learning model based on the nature of trainees and professional fields in order to increase the opportunities to better serve their clients.
