摘要

香港政黨政治發展至今超過三十年，各黨派之間的競合也持續在上演。不過由於香港長期以來皆非普世價值中的民主政治發展地區，因此，其政黨政治發展既不像西方民主政體中政黨的運作體系，亦非專制極權國家下的政黨模式，而是具有「香港特色」的政黨政治與民主運作體系。此外，香港社會中政黨林立，光立法會內就存在逾二十個政黨。這些政黨雖被劃分為建制派、泛民與本土三大系統，但各黨間的路線、理念與意識形態混雜、常被人們混淆與誤解。吾人必須了解各政黨的理念與立場，才能對香港的政黨發展有一定程度的掌握。以近期發展來看，香港政黨政治的發展受制於當地法律以及中共的介入與否甚深。因此，能否順利實施立法會與特首的真普選、落實政黨政治的運作，將會是影響香港能否朝向民主政治邁進的重要因素。

The party politics in Hong Kong has been developing for more than three decades. The competition and cooperation among various parties are still ongoing. However, Hong Kong is not a traditional democratic area in terms of universal value of democracy over a long period of time. The developments of political system in Hong Kong are like the ones neither in western democratic countries nor autocratic governments. It's a unique system with Hong Kong characteristics. In addition, there are a lot of political parties in Hong Kong, even more than 20 ones solely in Legislative Council. Although these parties were divided into three major factions: Pan-Establishment Camp, Pan-Democracy Camp, and Localism Camp, each faction's stance, philosophy, and ideology are mixed that people usually get confused and misunderstand. It's critical for us to comprehend each party's conviction and position in order to grasp an idea of the political developments in Hong Kong to a certain extent. From recent developments, the party politics in Hong Kong is profoundly constrained to local laws and the interference from the CCP. Hence, the substantial realization of the general elections of the Legislative Council and the Chief Executive, and the practical implementation of party politics will be the key factors that lead Hong Kong to democracy.
