分析美國《香港人權及民主法案》對香港及美「中」關係之影響

An Analysis of the Impact of US "Hong Kong Human Rights and Democracy Act" on Hong Kong and Sino-US Relations

摘要


香港一直在中西方之間扮演一個巧妙的中間人平臺角色,對中西方皆起了非常重要的橋樑作用。1997年回歸中國大陸後,仍然發揮著中西方平臺的作用,繼續在美「中」關係中扮演特殊的角色。2019年美國制定《香港人權及民主法案》,後續並引用此法案以取消承認香港的特殊經貿地位,香港在美「中」之間的橋樑角色將無可避免地改變。本文以《香港人權及民主法案》做為切入點,探討美國在美「中」處於鬥爭狀態下,運用手中的「香港牌」打壓「中國崛起」。本文嘗試以理性模式觀察《香港人權及民主法案》制定的背景、因素及政策建構。並分析美國制定《香港人權及民主法案》及其後續引申的政策對香港及美「中」關係會產生多大的影響?是否能達到美國制定此法案的預期效果?

Hong Kong has always played an important role as a bridge between China and the West. S Hong Kong returned to China in 1997, Hong Kong has still played as a platform between China and the West. In 2019, the United States enacted the "Hong Kong Human Rights and Democracy Act" and subsequently cited this bill to revoke Hong Kong's special economic and trade status. Hong Kong's role as a bridge has inevitably changed. This article is going to explore how the United States is using Hong Kong as a game card in the new Sino-US cold war to suppress China's rise when Sino-US relations are under extreme conditions. It also attempts to observe the formulation of the "Hong Kong Human Rights and Democracy Act" in a rational model and analyzes its background, factors, and policy construction. How may the "Hong Kong Human Rights and Democracy Law" and its follow-up policies impact Hong Kong and Sino-US relations?
