藝文場館建築工程採行國際競圖問題之探討

近年來政府積極推動文化創意產業，引發國人對於國際一流的文化藝術展覽與表演的渴望與參與，也因此曝露出國內展演場地不足與水準不夠的問題。為解決此一問題，中央政府及地方政府皆有新建展演場所的規劃，而在兼顧功能並促進旅遊與提升國際能見度的原則下，通常希望採行國際競圖，然而國際競圖若顧慮預算金額將無法吸引國際優秀團隊參與。面對爭取優秀作品及預算和法令的相互干涉的問題，本文進行探討並提出可行之建議。

In recent years, the government has promoted cultural and creative industries that intrigue the public to visit art exhibitions and performances meeting international standards. At the same time, however, the problem of lacking high standard art spaces is exposed. In the light of the problem, the governments, central and local, usually plan to hold international competition to build high quality art spaces with the function of promoting tourism and boosting international visibility. Nevertheless, due to the consideration of construction budget, it is hard to attract outstanding international groups to join the competition. To compromise the problem of excellent designs, budget and law, the author probes into the issue and provides suggestions.
