臺灣產業遺產「資產化」和「文創化」的政策歷程與爭議:以松山文創園區為例

Policy and Controversy in the "Capitalization" and "Gentrification" of Taiwanese Cultural Heritage: the "Songshan Cultural and Creative Park" Example

摘要


本文認為產業遺產的轉化和相關分析,須顧及文化、政治、經濟過程,以及國家和社會的關係,才能完整呈現文化政策轉變的內在思維邏輯與核心價值。文章主要論證架構,從園區治理網絡的形成與爭議、市民社會的抗爭、園區生產和消費的不對稱發展等三個批判展開,揭露松山文創園區政策的結構性問題在於文化治理的困境-文化理念和文化技術的落差。建議執政者除了在園區的實務運作上應當具備反身現代性思維,進行文化與經濟價值的取捨及資源分配,並依官方政策將園區做為申辦2016年世界設計之都的基地,配套調整以社會設計做為園區的核心理念,成為新的治理文化境寓,提升文創園區的人文價值。

This paper argues that the conversion of industrial heritage and associated analysis must take culture, politics, and economic processes into account as well as the relationship between state and society in order for cultural policy to demonstrate its changed internal logic and core values. The article primarily discusses several aspects of these issues, including the controversy surrounding cultural governance networks in Songshan Cultural and Creative Park, civil society protests, and the asymmetric development of park production and consumption. On basis of this investigation, it is concluded that the structural problems experienced by Songshan Cultural and Creative Park lie in the policy dilemmas faced by cultural governance, namely the discrepancy between concepts of culture and cultural technologies.
