「世界記憶計畫」(Memory of the World Programme)為1992年聯合國教科文組織(UNESCO)針對珍貴檔案與文獻資料所進行的保存計畫。世界記憶是一個長期的項目,旨在喚起國家、政府、社區和個人對於手稿、書籍、歷史重要文件、碑碣、口述紀錄等文獻遺產之重視和保護,並利用圖書館、檔案館和博物館使公眾得以更容易存取、接近與傳播這些資料,瞭解如何保存、維護及傳播、活用,以促進全世界了解文獻遺產的存在與重要性。為提升我國文獻資產保存之高度與視野,文化部文化資產局於2016年執行「臺灣世界記憶國家名錄推動計畫」,建立臺灣世界記憶國家名錄,依國際標準提升臺灣文獻資產的保存行動。基此,本文就推動中的「臺灣世界記憶國家名錄推動計畫」階段性成果及其後續策略進行探討。
The Memory of the World (MoW) Programme of 1992 represents UNESCO's plan to protect valuable archival and documentation history. The MoW Programme is a long-term project, aiming to stimulate countries' government, communities and individuals to value and protect their documentary heritage, such as manuscripts, books, historical documents, monuments, oral records, and to use libraries, archives and museums to make it easier for the public to access these. It is important to learn how to preserve, maintain and disseminate, and use these documents in order to promote awareness of their existence and the importance of documentary heritage. To enhance the breadth and vision of the preservation of documentary heritage, Taiwan's Bureau of Cultural Heritage implemented the ''Memory of the World National Register of Taiwan Programme'' in 2016, aligned to international standards to establish the national register of Taiwan as well as elevate preservation action of Taiwan documentary heritage. The paper will discuss the staged achievements and follow-up strategies of the programme.
