摘要

如何发起台湾战役完成中国的统一，是1949年下半年至1950年10月间中共中央和负责指挥台湾战役的粟裕努力要解决的问题。中共中央三度拟定战役发起时间，即1949年10－11月、1950年春和1950年9月。台湾战役能否顺利发起，取决于陆军准备情况、海军和空军是否占有优势，以及对台策反工作是否顺利四个方面。尽管进行了全力的准备工作，但是所需条件仍不具备，特别是海空军建设仍然不足。另外，台湾是美国在远东遏制新中国第一岛链中的一个战略支撑点，美国竭力阻止解放台湾。由于这两大原因，人民解放军未能发起台湾战役。

How to launch the Taiwan campaign to complete the unification of China is the urgent issue that the Central Committee of the Communist Party of China and Suyu( 粟裕),who was in charge of liberating Taiwan to consider and endeavor to solve from the second half of 1949 to October of 1950. The Central Committee of CPC planed starting battle time for three times, that is from October to November of 1949, the spring and September of 1950. Whether the Taiwan campaign can be launched smoothly, it all depends on four aspects, namely whether the land force has done good preparation, whether the navy and air force have advantages, and whether the work to incite rebellions within Taiwan is successful. Although the Central Committee of CPC and Suyu tried their best to prepare for liberating Taiwan, there still lack of requirements, especially the construction of navy and air have not been completed. Besides, as Taiwan was one of American strategic strong points of the first island chain for containing New China, America tried its best to stop liberating it. Because of these reasons, the People's Liberation Army couldn't start Taiwan battle.
