In the context of double carbon, along with the synergistic agglomeration of industries influenced by the two‐wheel drive to create a new layout for urban industrial space, green total factor productivity has become an important measure for the quality of economic development of cities in China. This project takes the synergistic agglomeration between two industries, namely, productive service industry and manufacturing industry, as the perspective, and adopts the super‐efficient DEA model to analyze the mechanism and effect of the synergistic evolution of productive service industry and manufacturing industry on green total factor productivity. In addition, we will also explore the green synergistic relationship between the two, and combine the changes of green total factor productivity, set up different policy scenarios with different policy incentives through scenario simulation analysis, and further study the impact of policy incentives, so as to propose corresponding policy recommendations.
