摘要

在进行人权研讨和分析的过程中，需要高度重视历史发展与社会环境的时空维度。强调人权的历史维度，就是要关注人权与历史的密切关系，而不是将人权视为一种无涉历史的超验概念。而强调人权的社会维度，则意味着应该充分重视人权与社会生活、文化场景的关系，从文明演进和发展的角度看待人权，而非将人权简单地看成一个普适的理念和制度。强调人权的历史维度和社会维度，标志着不同的人权理念、观点、制度规范与实践方式之间应平等看待、充分交流，避免观念与实践之间的傲慢与偏见，以动态发展的态度评价人权的制度实践与国际运行，在人类命运共同困境与风险的前提下思考人权的国际化进程，以积极建设的态度促进人权事业的共同发展。

In the process of research and analysis on human rights, it is necessary to attach great importance to the temporal and spatial dimensions of historical development and social environment. Emphasizing the historical dimension of human rights is to pay attention to the close relationship between human rights and history, rather than treating human rights as a transcendental concept not involved in history. Emphasizing the social dimension of human rights means that we should pay full attention to the relationship between human rights and social life and cultural scenes, and view human rights from the perspective of civilization evolution and development, rather than simply treating human rights as a universal concept and system. Emphasizing the historical and social dimensions of human rights signifies that different human rights concepts, viewpoints, institutional norms and modes of practice should be treated equally and be fully communicated, to avoid arrogance and prejudice between theory and practice. It also means to evaluate the practice and international operation of human rights with a dynamic development attitude, to think about the process of internationalization of human rights under the premise of the common predicaments and risks that human beings may face, and to promote the common development of the cause of human rights with a constructive attitude.
