摘要

邓小平、江泽民关于人权性质的界定、主权和人权关系的论述以及从历史和事实的角度对西方人权论调的回击等观点，是马克思主义人权观的重要组成部分，也是中国政府起草、写作第一部人权白皮书的重要指导思想。习近平有关人权的论述进一步丰富和发展了马克思主义人权观。在中国特色社会主义新时代，继承白皮书传统、借鉴以往经验，以蕴含着深厚人权价值理念的习近平新时代中国特色社会主义思想为指导，对于未来继续发布新的白皮书而言，具有重大的理论价值和积极的现实意义。

Deng Xiaoping and Jiang Zemin's explanations on the nature of human rights, discussions on the relationship between sovereignty and human rights, and debates on the Western theory of human rights from the historical and factual perspectives were not only a demonstration on the Marxist view of human rights, but also an important guiding ideology for the drafting and writing of the Chinese government's first white paper on human rights. Xi Jinping's expositions on human rights have enriched and developed Marxist view of human rights. In the new era of socialism with Chinese characteristics, it is of great theoretical value and positive practical significance to continue to issue new white papers in the future by inheriting the tradition of white papers, drawing on past experience, and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, which embodies profound human rights values.
