印太戰略認知下的東北亞地緣戰略漂移：東京視角

Northeast Asian Geo-Strategical Drift Under the Cognition of the Indo-Pacific Strategy: From the Tokyo Perspective

摘要

面對中國崛起的地緣威脅認知，美國的戰略回應由「重返亞洲」到「亞洲再平衡」再逐步形成「印太戰略」，而在戰略現實的認知下，美日同盟是關鍵而必要的保障，但美國的信賴度在川普時期卻遭受嚴重挑戰，對日本而言，採取避險戰略的操作亦成為必須的選項。當前臺海兩岸之間的問題原本就存在着嚴重而複雜的內外部因素，再加上，特定意識形態與民粹現象，更加重問題的衝擊性與危機感。透過地緣戰略的思考相對有效地能釐清權力競逐的事實，但地緣視角位置的轉換也能帶來對重要問題的不同面向理解。本文以東京視角切入觀察，可以發現新形態的日本海洋戰略思維，有着更複雜、多變的可能。

The rise of China has become a geo-strategical fact. The strategic response of the US to such threat shifted from 'pivot to Asia' to 'rebalancing to Asia', which led to the gradual formation of an 'Indo-Pacific Strategy'. Under this situation, the 'US-Japan Alliance' is a key factor that Tokyo must maintain. The trust of Japan towards the US has been severely affected by the Trump administration's past actions. Adopting a hedging strategy has become a necessary option for Japan. The problems involving the Taiwan Strait are influenced by serious and complex internal and external factors. In addition, specific ideologies and populist phenomena have exacerbated the crisis. A geo-strategical thinking can clarify the facts underlying this power competition. Changing the strategic perspective will certainly clarify the different aspects of important issues. This article investigates such strategy from the perspective of Tokyo to unearth a novel understanding of the Japanese maritime strategy and to highlight complex and changeable future possibilities.
