大學社會創新方案中在地社群的培力與治理策略:「厚熊笑狗長照創新產業」案例分析

Facilitating Strategies for Community Empowerment and Governance in Social Innovation Projects by Universities: A Case Study of Social Innovation in Homie Long-Term Care Industry

摘要


大學推動在地實踐、落實大學社會責任的浪潮下,如何將大學知識與在地需求相互結合,和在地社群共同推動社會創新方案,並在地方上永續發展下去,成為這一波浪潮的關鍵課題。「培力治理」就成為大學與在地社群推動社會創新方案的重要策略之一,大學協助在地社群透過不同階段的教育學習過程,逐步建構在地社群推動方案的能力與文化。本文透過暨大在高齡社會議題所推動的方案為案例,以行動研究的過程彙整與反思相關經驗,分析大學如何在方案推動過程中,運用培力治理策略,深耕創新方案的實踐力量。本文發現:除了在方案的不同階段,運用治理理論的組織知能學習社群化、增進組織領導者的治理能力、建構服務方案的創新與永續機制三個面向,針對組織與組織成員進行教育學習外,在方案推動前必須要先與組織領導者進行共識凝聚,產生共識後,培力才有可能在組織內部中發生;同時,擴散效應的策略對於組織培力來說也具有關鍵效果,透過組織領導者與核心成員的優先培力,再進行培力經驗的擴散,能夠快速建構組織推動社會創新方案的能力與文化,有利於大學與在地社群合作的社會創新方案,於在地社群中永續發展與經營。

Since the launch of the University Social Responsibility (USR) Project in 2018, previous research has shown that higher education institutions can bring significant social impacts on local communities. However, there are some issues worth considering, for example, how do universities contribute expertise and experiences to local needs, how do they work with local communities to initiate social innovation projects, and how do they sustain themselves and facilitate sustainable local development. We suggest that empowerment and governance are undoubtedly important strategies when conducting community engagement. To explore strategies for facilitating empowerment and governance of local organizations, we conducted action research and analyze our practicing experiences about long-term care issue. This paper indicates that "education", "empowerment", and "extension" are crucial during the co-working process, which directly influence the motivation and the capacity of local organizations and communities. This case study provides a useful strategy (or know-how) for universities to disseminate and implement a set of general principles and specific values on social innovative projects.
