摘要

桃園台地水利建設的發展過程，隨著社會變遷與使用需求而產生了微妙的變化，工商業的蓬勃發展讓產業結構出現劇變，從倚賴埤圳之農業轉而工商業發展，埤圳使用需求相對而言其功能也伴隨著變化，本研究的目的是探討桃園台地埤圳與都市土地利用之間的複合關係；埤塘使用需求從當初為解決灌溉而生，也因埤圳的水利建設系統建置完整，逐漸被遺忘其最初的功能，從最高達8千多口銳減至2011年的2,851口，埤塘除了灌溉的緣起之外，也造就了屬於桃園獨有的地景特色，更衍生出豐富的生態資源，經過多年的演變與開發壓力之下，如都市開發、魚池養殖、廢棄、被隨意棄置垃圾等，像是被漠視的水利資源與生態環境，更隨著工商業的發展農業漸漸式微，對於埤圳的需求因時代的演變，其運作方式與土地使用有著相當的連帶關係，深深地牽動桃園台地的水利發展與都市發展，都市發展過程中改變了土地使用類型，建築用地的增加相對地是農業與水利用地的減少，埤塘就出現土地使用變更被填埋而逐漸消失的命運。現今，桃園台地的桃園大圳與石門大圳，其功能已經不僅是農業灌溉系統而已，它們開始也肩負著一般的民生用水、工業用水的輸送，周邊也陸續發展成民眾休憩之處，這百年來的水利建設的發展，正逐漸轉成讓民眾親近自然環境的絕佳場域，亦可成為歷史、人文、地理、環境教育等教材與教學場所，讓新世代的人們能夠更認識桃園台地的水文化，發展出屬於這個時代的使用需求，進而珍惜水資源與愛護這片滋養我們的土地。

In addition to the origin of irrigation, the pond has also created unique landscape features that belong to Taoyuan, and it has also derived richness. In the process of urban development, the type of land use is changed, and the increase in construction land is relatively Land is the reduction of agricultural and water-use land. The Taoyuan irrigation channel and Shihmen irrigation channel on the Taoyuan tableland have functions not only as an agricultural irrigation system. They have also been responsible for the transportation of ordinary water for people's livelihood and industrial water, and the surrounding areas have gradually developed into places for people to relax. The development of water conservancy construction on one century is gradually turning into an excellent place for people to get close to the natural environment. It can also become a teaching material and teaching place for history, humanities, geography, environmental education, etc., so that people of the new generation can better understand Taoyuan. The water culture of the platform has developed the needs of this era, and then cherish water resources and care for this piece of land that nourishes us.
