摘要


大肚山坪頂地區屬於紅土臺地,土壤貧瘠,早期種植大片甘蔗、地瓜田,野溪邊則密佈著相思樹林與刺竹林,由於風沙大、除了平埔族人外,鮮有漢人居住。在日據時期是沒有水源可以灌溉的地區,除了零星的地瓜田外,就是一望無際的甘蔗園。除了,當時的日本總督府以大肚山臺地作為南進政策的跳板外;光復後的國民政府,則以其作為捍衛臺灣的最前哨。如今的大肚山臺地仍留下二次世界大戰的軍事碉堡、地下戰道等軍事設施,成為遊客尋幽探險的密道。豈料,沉睡三、四百年的大肚山坪頂臺地於臺灣光復後70年代,因非都市土地管制之公告而形成搶建風潮。主要研究面向如下:一、舊聚落和新興社區開發之臍帶關係。二、非都市土地編定使用管制之公告效應。三、探討大肚山鄉街計畫之政治角力和影響。四、如何避免大肚山鄉街計畫在國土計畫中借殼上市。五、結論。

The Pingding area of Dadu Mountain is a red soil platform with poor soil. Large sugarcane and sweet potato fields were planted in the early days. Acacia forests and thorny bamboo forests were densely surrounded by wild rivers. Due to the wind and sand, there are few Han people except the Pingpu people. The west of Xinzhen, excavated during the Japanese occupation, was an area where there was no water to irrigate. Except for the scattered sweet potato fields, there were endless sugarcane fields; and the irrigation area on the east side of Xinzhen was very diverse in crops such as sugarcane and sweet potatoes. The land development on the Pingding Terrace of Dadu Mountain has been mainly used for the defense of Taiwan since the Japanese occupation. After the restoration of Taiwan, the Kuomintang was only used as a springboard to counterattack the mainland. The armored units, tank battalions, missile units, and military airfields of the current army continue to be used. Military bunkers and underground battle channels of World War II are still left on the platform. And other military facilities have become secret roads for tourists to seek seclusion and adventure. Unexpectedly, in the 1970s after Taiwan's recovery, the Dadushan Pingding platform, which had been sleeping for three or four hundred years, formed a wave of construction rush due to the implementation of non-urban land control by the Regional Planning Law, resulting in a serious shortage of public facilities and deriving political and commercial land. A plan to compete with the people for profit. The main research areas are as follows: 1. The umbilical cord relationship between the development of old settlements and emerging communities. 2. The effects of regional planning and the regulation of non-urban land use. 3. Explore the political wrestling and influence of the Dadushan Township Project. 4.
