我國技職教育課題與政策之重要性評估

The Evaluation of Importance on the Critical Issues and Policies for Technological and Vocational Education

摘要


技職教育是達成個人職涯發展、經濟成長及社會公平等理想的重要推手,國內技職教育體制多元且複雜,相關的課題、政策與實務面向廣泛且相互影響,有賴持續辨認其中的重要課題,並據此提出對策和採取行動,以期掌握決策之關鍵。因此,本研究主要目的在釐清當前技職教育的重要課題,及評估技職教育政策重要性;研究方法採用文件分析法、模糊得懷術及層級分析法,邀請13位技職教育領域產、官、學、研界代表組成專家小組參與模糊得懷術及層級分析法問卷調查,得到下列結論:(1)當前技職教育重要課題層面寬廣,涵蓋政策、制度、師資、課程、教學、及產學連結等面向;(2)在各面向中,政策課題最亟待解決,尤以制定端與學校端之間未能相互了解,及缺乏中長程政策指引等問題為甚;(3)教學相關的重要課題數量居多,與業界連結及教學品質提升亟待強化;(4)差異化補助及落實職能本位教育訓練被視為重要的技職教育政策。本研究據此提出相關建議以供參考。

Technological and vocational education (TVE) plays an important role in achieving individual's career development, economic growth, and social equity. In Taiwan, TVE system is varied and complicated; correspondingly, the related issues and policies are comprehensive and intertwined. Therefore, to identify the propriety of the issues and to generate the strategies and action plans is critical for policy making. This study aimed at clarifying the current critical issues in TVE and evaluating the importance of policies. Document analysis, Fuzzy Delphi Method (FDM), and Analytic Hierarchy Process (AHP) were conducted with a panel discussion consisting of 13 experts from industry, government and university fields. Five conclusions were raised: (1) The current critical issues in TVE involved multiple dimensions, such as policy, system, teacher, curriculum, teaching, and industry-academia cooperation. (2) Among them, policy related issues were the most urgent one to deal with, especially the lack of understanding between policy making side and school side, and the lack of mid/long-term policy to guide the TVE development. (3) The instruction dimension had the greatest number of critical issues, particularly on the link between school and industry and quality improvement. (4) Differential subsidy for TVE schools and competency-based education and training were considered as the most important TVE policies. Several suggestions were generated in terms of the conclusions.
