技術人力培育模式檢討與優化策略

Review and Optimized Strategies of Technological Manpower Development Models

摘要


教育部以建教合作模式為基礎於2006年增加科技大學推出產學攜手合作計畫。復於2013年針對要提升高技術型高中學生的實務技能與產業接軌推出就業導向課程專班計畫。2016年再推出青年教育與就業儲蓄帳戶方案,讓學生先就業再升學,徹底瞭解自己未來要發展的方向,再升學學習更精深的知識與技能。但研究者撰寫並執行產學攜手合作計畫、就業導向課程專班計畫和青年教育與就業儲蓄帳戶方案,深感尚有再精進的空間。研究者所規劃設計的優化產學攜手計畫係擷取上述建教合作的工廠建教評估、隨時派遣委員蒞廠檢查機制、教師入廠輔導學生等優點。其次擷取產學攜手合作計畫可以與科技大學合作的優點。再擷取就業導向課程專班:學生獎助金、學生膳費、學生保險、教師輔導、補助款多的優點。最後再擷取青年教育與就業儲蓄帳戶方案內容對參加計畫的學生每月補助壹萬元整、對指導學生的工廠師父每月補助伍仟元整。最後再加入第肆點培訓中高階技術人力的產學優化計畫內涵中十四項建議(各計畫依所需加入部分幾點建議)而成。此外,優化產學攜手合作計畫最大的優勢是教育部不用再增加經費的補助,卻可以增加辦理績效,並符合學生和廠商的期望,可創造政府、學生和廠商三贏。期許優化產學攜手計畫可以為臺灣製造業培育中高階技術人力貢獻一份心力。

Based on the model of cooperative education, the Ministy of Education (MOE) has augumented Industrial-Academia Hand-to-Hand Cooperation Projects (IAHHCP) launched by Universities of Science and Technology in Taiwan since 2006. Furthermore, the MOE further implemented a policy of Employment-Oriented Special Class Project (EOSCP) in 2013, targeting at enhancing the practical skills of high school sthedents, who have advanced skills, and promoting the intergration into industry. In 2016, The MOE launched the Education and Employment Saving Account Program (E&ESAP) for youthers in Taiwan, which has students start their employment before their further education in colleges. With this approach, students are offered the chance to have a better understanding of his own future career and carry out further learning of extensive relevant knowledge in university afterward. However, the researchers have observed these projects still are left more room desired while drawing up the documents for the mentioned projects and launching them. First of all, Industrial-Academia Hand-to-Hand Cooperation Projects devised by the researchers is the combination of such advantages as the evaluation of farory cooperative education, the mechanism of dispatching committee memebers into factories and the consultancy of techers in factory. In addition, the researchers also contain the merits brought by the cooperation with University of Science and Technology and those from the employment-oriented special classes pro (EOSCP), like subsidy of students grants, food expenses, insurance, teachers counselling and much various subsidy. Then from E&ESAP, in the project, students attending the project will have NT$10,000 per month as subsidy and the factory workers instructing students will be given a subsidy worth NT$ 5,000. Furthermore, the fourteen suggestions listed under the fourth point in the optomized project of cultivating manpower with mid-high skills. The utmost advantage of the optomized hand-in-hand cooperation project is that MOE can raise the efficiency of approaching relevant business and meet the expectations from students and factories, which will benefit the three aspects: the government, students and factories. Hopefully, the optomized hand-in-hand cooperation project will make contribution to the cultivation of the technicians with high skills in Taiwanese manufactury.
