摘要

本文研究目的是利用文獻探討和文件分析，進行日本國立大學法人化政策演變、政策內涵及問題探究。本文先論述國立大學法人化政策17年的推動歷程，其次論述其重要內涵，包含：日本國立大學法人目標和治理機制、指定國立大學法人制度、日本國立大學一法人複數大學制度、國立大學法人治理規範等後，再歸納日本國立大學法人化政策推動後之現況、成效與相關問題，並整理出以下三點結論：1.法人化制度為日本高等教育機構落實治理機構改革之基礎條件。2.法人化的改革促使大學功能更加靈活。3.實施後問題是「研究力」持續下降，基礎研究瀕臨死亡，政策領導研究取向。

This study was aimed to explore the effect and problems of national university corporation by literature review and document analysis. At first, the promoting procedure about national university corporation policy of Japan was discussed. Then, it explored the important contents about the national university corporation on policies, including the goals and management system of national university corporation, designated national university corporation system, one national university corporation with multiple universities, and governance code about national university corporation. Thirdly, it was explored the effect and problems of national university corporation. The results of this study were following: 1. National university corporation was the base of practicing the improvement of management of Japan higher education. 2. The revolution of national university corporation made the function of universities flexible. 3. The power of study was getting down, basic research was disappearing, and the policies guide the direction of research.
