運用網絡協力思維推動課程輔導工作之策略:地方輔導團課程領導人的觀點

摘要


在課程改革的浪潮推動下,透過課程輔導方式,進行素養導向的變革,是目前我國重要的教育發展工作。運用網絡以及協力(collaboration)作為推動課程發展的重要策略,受到公共行政學者及國際組織的關注(Istance & Kobayashi, 2003;Sørensen & Torfing, 2005)。在地方課程與教學推動體系中,國民教育輔導團被賦予重要的任務,透過課程輔導工作,達成課程推動與革新的目的。本文透過地方輔導團領導人以及相關網絡參與者的訪談,探究縣市運用網絡協力思維的相關策略。研究指出課程領導人對於網絡協力皆有所認知。結論指出推動協力策略包含資源整合與運用、行政組織運作、社群領導及發展工作、治理模式的轉向以及縣市主軸和網絡規範的形成等面向。

Driven by the wave of curriculum reform, how to carry out competency-oriented reform through systematic leadership has become an important educational development work in our country. Network governance and collaboration, as an important strategy to promote curriculum development, have attracted the attention of public administration scholars and international organizations (Istance & Kobayashi, 2003; Sørensen & Torfing, 2005).In the local curriculum and teaching promotion system, the National Education Guidance Group is given important tasks to achieve the purpose of curriculum promotion and innovation through curriculum guidance work. Through interviews with leaders of local counseling groups and relevant network participants, this paper explores the relevant strategies of using network collaborative thinking in counties and cities. Research shows that curriculum leaders are aware of network collaboration. The conclusion points out that the cooperation strategy includes the integration and utilization of resources, the operation of administrative organization, the leadership and development of the community, the transformation of the governance model, and the formation of the main axis of the county and city and the formation of network norms.
