檢核河川水系水權核發量計算模式之建立

水資源的合理分配將是臺灣地區未來水資源管理的一個重要課題，爲落實未來水權管理體制之健全化，建立一套可供檢核水權核發量之計算模式是有必要的。此一模式將輔助水權主管機關能預先審核各水系水源可否足量供應欲申請之水權水量，並評估水權量之取得、變更或消滅對其他水權人之影響。計算模式可藉由串列程序來搜尋與新設水權位置相關之各上下游支流中已核發之水權水量，同時亦可計算於該已核發水權位置處之剩餘可用水量，再查核該處之剩餘水量是否足够新申請（或增加）之量，並同時查核此一新申請（或增加）量取水後是否會影響下游之供水量，依此作爲水權核發准駁之參考，以期水資源運用在需求面及供給面上都能充份配合。

For the purpose of reasonable distributing of water resources a sound management system for water rights has to be carried out. A model for examining available water quantity in rivers for water rights is necessary to assist the authority to pre-examine the application of new water rights. A technique of ＂Link-List＂ is applied in this model to enhance the search algorithm. Two major rules, i.e. available water quantity at the applied site and the affect of downstream existed water rights, have to be checked to decide the approval or rejection of water rights application.
