水資源開發模糊模式之探討

Fuzzy Modeling on Water Resources Development

摘要


本研究主旨在探討如何以模糊模式評估水資源開發計畫,文中以環境影響及經濟效益屬性進行評估,發展一個適合國內的技術模式,以提供國內在水資源開發工作上之應用與參考。文中並以模糊多屬性決策分析方式解決屬性衡量無法量化之問題,使決策分析過程能更加符合實際問題。案例研究將針對臺灣東部地區之水力發電開發工程進行評估。評估結果顯示最佳替代方案為立霧溪溪畔水力發電計畫,然而在實際情況下由於環保輿論之壓力導致位於太魯閣國家公園之溪畔計畫無法核准實施,故可選擇次優之和平溪碧海水力發電計畫。

A water-resources model of selecting a preferred alternative with fuzzy multiple attribute decision making was presented in this paper. Unquantifiable information depicted in linguistic terms corresponding to environmental impact and economic benefit was converted to crisp scores based on fuzzy numbers. A hydropower project located in eastern Taiwan was selected as a case study. The results for the water-resources project show that suitable actions with vague data can be settled by using the proposed model.
