高屏溪與曾文溪流域水資源聯合開發運用研究

Joint Operation Study for Multibasin Water Utilization

摘要


水位指標係水庫在某一蓄水層內之蓄水量與蓄水容量比率,用以量化水庫之蓄水情況,而本文係根據在高屏溪與曾文溪流域不同河川上之並聯水庫水位指標相等之原則,考慮越域引水至水庫及先引用蓄水壩與取水堰間之側向河川入流量之情況,先推導各並聯水庫各時間之放水量解析式,然後據以發展並聯水庫與下游取水堰所組成系統之水資源聯合開發運用模式,再應用本模式分析高屏溪與相鄰之曾文溪流域水資源開發方案,以供水庫規劃者與決策者之參考。根據以往之研究結果,水資源開發不以開發大型水庫爲起點,而以開發小型水庫與攔河堰為開端;再者,各水源設施宜予聯合運轉操作,以提升有限水資源之運用效率,換言之,現有水資源設施之單獨運轉宜逐漸被聯合運轉操作所取代。

Operation of multireservoir in parallel is studied to find an efficient way for water supply purpose. Based on the results of the study, a strategy called balanced level indices (BLI) is verified to be the best one for operation of the multireservoir system with a water-intake located in the downstream of the confluence of all the related rivers. In this paper, technique of system operation following an analytic solution of water releases from all the reservoirs is introduced, and applied to study the joint operation of multibasin water resources development in the South Taiwan.
