數值地形在水庫規劃管理應用之研究

摘要


在變化快速與講求效率之社會型態下,水資源規劃管理之相關分析亦需有較佳之工具來協助,期能提高輔助決策之效能,由於水資源之規劃管理涉及大量之空間分佈資料,利用地理資訊系統強有力之空間資料處理能力協助分析是近來重要之趨勢,其中數值地形之使用更可以快速的進行地形地貌之分析與計算,提供水庫初期規劃及興建後管理相關決策使用。利用地理資訊系統之空間分析功能,在集水區的DTM圖層中,給予該水庫不同之水位高,可快速估算相對之水庫蓄水容量、淹沒範圍及容量。本研究利用地理資訊系統空間分析功能與數值地形資料,建立簡便快速推估水庫之水位-水面積-蓄水量關係之方法,供作水庫規劃及管理之用,文中並以鯉魚潭水庫集水區作為範例研討,所得結果與鯉魚潭水庫管理局之資料數據比較,蓄水容量與滿水面積等資料之誤差率多在5%以內,證實數值地形之利用確可快速有效提供水資源規劃管理決策所需之重要資訊。

Huge amount of spatial information are involved in water resource planning and management decisions. More efficient tools are needed to provide relevant decision support information for quicker response to this rapid changing society. Digital Terrain Model (DTM) is a useful tool for spatial analysis. It may provide key information for reservoir planning and management. The Stage-Storage (H-V) and Stage-Area (H-A) relationships are vital information for reservoir planning and management. This paper is to build an algorithm for constructing the H-V and H-A curves of a reservoir based on DTM data. The watershed of Le-Yu-Tan Reservoir in central Taiwan is used as study area. The H-A and H-V relations constructed from DTM analysis are within 5% error comparing with the data from the reservoir authority. The DTM is found to be useful and efficient in constructing or renewing the H-V-A relations which are vital for reservoir planning and management.
