工業節水潛力評估與成本效益之研析-以高雄地區為例

The Analysis of Industrial Water Conservation Potential and Its Cost Efficiency in Kaohsiung Region

摘要


本文針對高雄地區主要大用水行業工廠,進行節約用水成效問卷查核及節水成本效盆評估問卷調查,以了解高雄地區工業用水現況、用水管理、用水回收與節水成效現況,分析結果顯示:1.高雄地區主要工業用水行業之用水回收率已達到總用水量之96.3%,若將冷卻水塔循環水量扣除,回收率爲82.4%。2.依回收率平均值推估,未來高雄地區工業用水每年約有1億1千萬噸之節水潛能量,若以回收率四分位值進行推估,全年節水潛能量約達6千4百萬噸左右。3.在工業節水成本效益方面,以3年、7年及10年等不同設備分攤年限進行分析,平均單位節水成本分別為新台幣16元/噸、11元/噸及9元/噸。

The purpose of this study is to evaluate the industrial water conservation potential and its cost efficiency in Kaohsiung region. According to the result of questionnaires analysis: 1. The average industrial water reuse rate in Kaohsiung region is about 96.3%, and the reuse rate is 82.4% if the circulation amount within cooling tower subtracted. 2. The Industrial Water Conservation Potential in Kaohsiung region is about 110 million tons per year estimated by average reuse rate, and 64 million tons estimated by quartile (75%) reuse rate. 3. Economic analysis for 3, 7 and 10 year different amortized life cases, the average unit cost of water conservation actions invested to improve the water efficiency is about 16, 11, 9 NT dollars per ton individually.
