Instantiating the Concept of Restoration in the Cultural Heritage Preservation Act Through the Implementation of the Repair and New Construction of the Erfeng Irrigation Canal System

從文化資產保存修復觀念探討二峰圳修復與新做工程的執行

The Erfeng Irrigation Canal System (EICS) in Pingtung County was constructed during the Japanese colonial period. In 2008, it was registered as a cultural landscape under the Cultural Heritage Preservation Act because it qualified as an industrial heritage with scientific value. The registered EICS cultural landscape, however, did not include surrounding irrigated farm areas. In addition, the EICS is not a registered historic building, it cannot be completely protected under the Cultural Heritage Preservation Act of Taiwan. This has led to issues regarding management and maintenance activities. To preserve water cultural heritage, it is also necessary to preserve and maintain its functional efficiency. Literature surveys and participation observation were the qualitative methods used in this research to collect historical materials from the Japanese colonial period relating to the EICS case study in order to illustrate its historic value which deserves preservation. This study also collected information concerning new projects and restoration work related to the EICS. The results show how structural changes made to the EICS in pre- and post-cultural heritage status; and how new projects that commenced post-cultural heritage status in 2008 that demonstrated conflicts between preservation and maintenance, have affected its operational function efficiency. In light of the goals of preserving international cultural heritage and undertaking restoration work as per the Cultural Heritage Preservation Act of Taiwan, the 2017 EICS underground weir restoration is discussed, as well as the feasibility of its functional operations including the practice of water culture heritage. The research is concluded that the proposal to expand the EICS's cultural landscape and register as a historic building have been recorded and traced in accordance with the procedures stipulated by Cultural Heritage Preservation Act. During this time, however, the Pingtung County Government should follow the provisions of the Cultural Heritage Preservation Act and monitor the EICS. Preservation of the original structure can reduce the conflicts that arise when restoration and new construction planning is not consistent with the Cultural Heritage Preservation Act. All demolition and alteration project planning units should first understand the EICS's cultural heritage value, and the main goals of preservation and maintenance. All construction methods should be coordinated with the Pingtung County Cultural Heritage Protection Institute to ensure that the proposed methods meet international cultural heritage preservation standards.

屏東縣日治時期興建的二峰圳,在2008年依《文化資產保存法》登錄為文化景觀,是一種產業遺產,具科學價值。然而二峰圳文化景觀登錄範圍不包含灌溉的農場,再加上圳體無歷史建築身份,無法以《文化資產保存法》完整保護二峰圳,衍伸出管理維護的爭議與問題。對於水文化資產保存來說,應當兼顧文化資產保存與維持運作功能效率。鑑此,本研究採質性研究中的文獻分析法及參與觀察法,搜集二峰圳日治時期史料,以說明保存的歷史價值。其次,本研究蒐集二峰圳相關聯歷次新作與修復工程資料,說明二峰圳成為文化資產前後圳體景觀上的變化,以及2008年登錄文化資產之後的新作工程,面對文化資產保存與維持運作功能效率的衝突。再以國際文化遺產保存與臺灣《文化資產保存法》修復觀念來探討2017年二峰圳地下堰的修復,討論功能運作中的水文化資產在保存實務操作的可行性做法。研究結論提出,二峰圳目前處於歷史建築與文化景觀擴大範圍列冊狀態,在未解除列冊身分之前,屏東縣政府應遵循《文化資產保存法》列冊之規定,定期追蹤二峰圳圳體保存狀況,可降低日後修復與新建工程規劃後面臨與《文化資產保存法》規範不符的衝突。所有拆除與改建工程規劃單位應先理解二峰圳文化資產價值與所需要保存維護的主體,施工方式應與屏東縣文化資產保護所協調討論後為之,以確保能符合國際文化遺產保存與臺灣《文化資產保存法》觀念。
