工業用水水價訂定之探討

Study on Water Pricing of Industrial Water

摘要


在傳統水資源供需失調下,水資源之「質」「量」及「價」的問題更成爲在這供給有限需求遽昇的時代中,倍受關切的問題。在本研究中將針對「價」作爲主要探討對象,亦卽對「工業用水成本」之內容進行分析評量。在本項成本中將分成三大項,卽「原水成本」、「廢水處理成本」及「損害成本」。在「原水成本」中更加入時間及空間因素在內,俾反應日益增加之水庫開發成本。當然,影響水庫開發成本的「開發規模」及「開發位置」予以加入考慮,始能計算出合理的原水供水成本。「廢水處理成本」包括工程費及處理費在內,並以斗六工業區之食品業及造紙業為分析對象。「損害成本」(外部成本),將以海域漁獲量之損失爲探討方向。以斗六工業區爲例,原水之平均成本4.46元/噸(不含人事費管線成本及維修與換新成本),廢水防治處理成本爲10.67~10.97元/噸,而損失成本爲0.03元/噸,是本研究之結論成果。

At the stage of unbalance for traditional water resources in supply with demand, "quality", "quantity" and "price" become very important. In this paper, "cost of industrial water use" is the main topic with "cost of primary water", "cost of treatment and instrument for waste water" and "external cost" being separately discussed. Here, "primary water cost" is the one which is always disappear for calculating the total cost of water in Taiwan, and "scale cost" and "location cost" will be the main factors for determining the primary water cost. "Constructing instrument and treatment cost" become the total treating waste water cost. "External cost" will be directly connected with the total production of fish along southern-beach of Taiwan. Finally, the Dow-Lio Industrial Park shows the results that the mean primary water cost.4.46 N. T./Ton (excluding personel fee, pipe cost, and/or maintenance cost), treatment cost with engineening instrument 10.67 ~ 10.97 N. T./Ton, and the external cost 0.03 N. T./Ton.
