摘要

本文從人類的觀點分析人類的規則，探討：1.規則的目的、2.規則規範的標準、3.規則規範的項目、4.規則與情勢變化的關係、5.規則對人們的影響。最後，提出結論：政府制定規則，要符合人們的自我利益與公共利益，方能提升人類的福祉。
