摘要

智慧社會是由技術革新驅動的社會形態。這樣的社會背景自然地挑戰了新時代的社會治理。社會治理要提高智慧社會應對能力，人工智慧技術可以給機器人和其他智慧系統提供獨立或半獨立參加社會生活、提供公共服務的能力。深刻的學習和自我決定使他們在某種意義上具有「主體性」。以互聯網、大資料、人工智慧等為代表的科學技術成果引起了經濟社會領域的一系列變革，改變了人們的生產生活方式，推動了社會走向資訊化、數位化、智慧化。作為上層建築的社會治理，必須適應社會經濟基礎的變化，回饋社會存在，更好地促進社會發展。因此，迎接智慧社會，儘早摸索對策，是社會治理應該開始的新研究課題。

Smart society is a social form driven by technological innovation. Such a social background naturally challenges social governance in the new era. Social governance needs to improve the coping ability of a smart society. Artificial intelligence technology can provide robots and other intelligent systems with the ability to participate in social life and provide public services independently or semi-independently. Deep learning and self-determination make them ＂subjective＂ in a sense. The scientific and technological achievements represented by the Internet, big data, artificial intelligence, etc. have caused a series of changes in the economic and social fields, changed people's production and lifestyle, and promoted the society to become informatized, digitalized, and intelligent. As a superstructure, social governance must adapt to changes in social and economic foundations, give back to social existence, and better promote social development. Therefore, to meet the smart society and explore countermeasures as soon as possible is a new research topic that social governance should start.
