公民參與能力的指標項目之研究-新公共服務觀點

To probe the indicators of the citizens' ability in citizen participation by new public service theory

摘要


Danhart新公共服務核心價值強調政府應該服務公民,並非服務顧客。使我們要專注思考政府治理以「公民」為主的公共行政導向,不再強調只以課責政府效率作為提升公共行政效能的唯一手段,更要讓公民應該負起真正的治理責任,而政府專心落實服務於公民的角色立場,並且協助公民投入參與共同治理國家與社會。本研究探討公民在面對參與治理過程中,是否應該具備參與能力,以及具備哪些能力?因此,採用新公共服務觀點及個案文獻分析,建構公民本身所需具備的指標項目,作為未來推動公民協助政府官僚治理的能力依據。

It emphasizes that government should not service customer but the citizen of the value by Danhart's the new public service theory. We will be concerned that the governance guide of public administration canter around the citizen. There is not only way to improve the government efficacy by means of accountability; instead, the citizen should take responsibility for public governance. The government will be playing the role of service the citizen and be the mentor to get the citizen involved in public governance for national and community. The purpose of this study is to probe the citizens' abilities of citizen participation and focus on the feature of citizens' abilities in process for governance. The study is attempted to build the indicator of citizen participation ability by using the new public service theory and case study. In order to pushing the citizen gets involved in participation, there are the reference of the governance to govern with bureaucracy in the future.
