急診對新冠肺炎疫情之防範、應變與管理

新冠肺炎疫情在中國大陸爆發之初，世界各國專家及媒體皆不看好台灣，認為台灣會是中國大陸之外疫情最嚴重的國家，但期許台灣人民的素質、政府的執行力以及最重要的台灣的醫療體系，撐起了守護台灣的防守線，讓疫情在台灣得到控制。個案醫院以急診專科主治醫師為第一線，我們不斷因應疫情的變化修正團隊合作模式，整合各方醫療資源，並將醫療作業標準化，在個案醫院院方的支持下，透過三部關鍵應變與管理，其一：醫療能量預備與人員教育，其二：因應疫情防護設備之增添、急診區域分化與流程應變，其三：預防急診醫療能量於疫情期間之超載與風險，多方面並進，基礎設施以外，新冠肺炎防疫流程制訂與優化，乃至於醫療能量的守護與預防，藉由此三步驟，除了得以保障第一線醫護人員以外，並能確保每一位病人的治療過程都是優質且順利的，疫情期間亦妥善守護民眾健康。

At the beginning of the COVID-19 outbreak in China, experts and media from all over the world were all having doubts about Taiwan. They believed that Taiwan would be the most catastrophically impacted country other than China (considering the geographic disadvantage). Nevertheless, Taiwan's healthcare system which built up the best defense in combating COVID-19. Further, Taiwan's healthcare system still takes prudent actions toward the possible recurrence of the epidemic while the rest of the world were experiencing the second outbreak, enabling our people to live the new normal life. In such environment with large number of patients and high risks, we certainly had to arrange deliberate epidemic prevention measures. As a consequence, we approached and managed the pandemic situation from three main aspects lists as following. First, preparation of medical sources and training of the faculty. Second, add-on of COVID-19 protection equipment, zoning of emergency department, and modification of strategies toward COVID-19. Third, prevention of over overcrowding and overloading during the pandemic. We amended our medical team cooperation model in response to changes of the epidemic, integrating all sorts of resources, and standardized the medical operations and procedures. This ensured that each patient was reached with high quality and smooth treatment. We hoped that we could become the model among all emergency department teams through our endeavor.
