文化復興、地方認同與社區營造-以明志書院為基地之USR推展經驗反思

How to promote cultural revival, local identity and community building: A report on the experience of promoting the USR project at the Old Academy

摘要


明志科技大學通識教育中心自106學年承接教育部USR計畫「山腳下的老幹新枝」以來,所關心場域即以校址所在的泰山為基地,進一步輻射往鄰近區域,如新莊、五股、林口等。盤點議題主要有四:建立以明志書院為社區之核心認同、投入居民關心的環境議題、關懷新北產業園區之國際勞工、支持在地新住民及其子女之教養等等。前二議題聚焦於「社區營造與認同」、後二議題則關心場域的弱勢階層,希望提供行動支持。論文中嘗試說明計畫團隊對於前述議題之策略規劃及執行心得,特別是針對計畫批評意見的種種反思,包括該如何在社區中定位學校自身?如何於策略上做周全的考量?如何走在場域變化前適時修訂目標?如何能於校內促進良善溝通與合作?對於這些複雜問題的體認,期待尋獲切實可行之解方。

Since the General Education Center of Ming Chi University of Science and Technology implemented the USR plan of the Ministry of Education in 2017, the field it is responsible for is mainly Mount Tai, where the school is located, and further links to neighboring areas, such as Xinzhuang, Wugu, Linkou, etc. The main issues identified in the school's plan include four: promoting the core identity of the old shuyuan(書院) as the community, discussing environmental issues that local residents care about, caring for international laborers in the neighboring industrial parks, and supporting new residents' families. The first two issues focus on "community building and the identity of residents", while the last two issues concern the local disadvantaged groups and hope to provide support. This paper attempts to illustrate our strategic design and implementation reflections on four issues, especially feedback and criticism on different activities in the program, including how should we position ourselves in the community? How to make a more comprehensive consideration in terms of strategy? How can the original goal be revised in time before the change comes? How can we promote more communication within the school? This paper attempts to illustrate our observations and experiences on the above-mentioned complex issues, and hope to revise a better implementation strategy.
