運用適應性網路模糊推論系統預測設施維護工程採購底價之研究

摘要


國軍工程採購中底價合理訂定,為採購招標作業之重要關鍵。雖然在作業中,有商情法規及資訊系統輔助,然實務上相關作業辦法仍不夠周全。並有眾多的外在因素會影響到施工成本;除此之外,許多採購人員肩負額外任務,並在採購期程著重時效下,使採購人員在訂定工程底價時備感困惑。本研究初次以適應性網路模糊推論系統預測設施維護採購底價。系統當中六個輸入與一個輸出,同時探討歸屬函數。研究結果提供採購人員用精確且快速的方法,製訂合理之底價,並且減少人為主觀偏誤,提升工程採購效率。

Setting reasonable ceiling price is the critical factor in the procurement bidding process. Although Offers business regulations and information systems assisted in operational process, the relevant regulations still have not been enough in the actual procurement working. There are many external factors affect the cost of construction. Besides, many procurement staff felt confused about setting the ceiling price because of they have to handle many additional task and face to time efficiency in the procurement processes. This study firstly used an adaptive fuzzy inference network fuzzy inference system to predict the ceiling price of facilities maintenance engineering procurement. Furthermore, an ANFIS with six inputs and one output, this study discussed the number of membership function. The results could be provided for procurement staff with a precise and fast way to make a reasonable ceiling price. Simultaneously it will reduce human subjective bias, improve efficiency of engineering procurement.
