俄烏戰爭與恐怖主義

「恐怖主義份子」所執行的攻擊活動對於俄羅斯、烏克蘭兩國境內甚至是歐亞大陸安全與和平已造成嚴重威脅。且區域情勢越複雜或國家內部越混亂的地方，通常是恐怖主義勢力最容易寄生與滋長的溫床，並成為恐怖份子隱匿、竄流與橫行的最佳根據地。對俄羅斯及烏克蘭兩國而言，今日的敵人已非昔日戰場上國與國之間的傳統戰爭，其作戰方式對俄烏雙方已形成重大破壞，也對區域隱定造成動盪與不安。因此，中共密切注意俄烏戰爭情勢發展，分析此次俄羅斯對烏克蘭出兵的戰爭型態，必將以潛移默化的方式扶植恐怖主義勢力在臺生根，伺機製造臺灣內部族群矛盾問題、反政府示威浪潮、恐怖攻擊等，營造對臺灣出兵的正當性與合理性。
