俄烏戰爭對我海軍艦隊之省思

Reflections on the Russia-Ukraine War and Implications to Our Navy Fleet

摘要


2021年起烏克蘭危機局勢即不斷惡化,於今(2022)年2月24日,俄羅斯已經揮兵入侵基輔,對烏克蘭發動軍事入侵。截至現在俄烏戰爭仍在進行中,勝敗是誰尚未得知。而在這場尚未結束的戰事之中,俄羅斯及烏克蘭海軍在雙方交手所發生的各個事件之中,有許多結果是值得我艦隊借鏡。以史為鑒,就俄羅斯與烏克蘭海軍雙方對比來看,我與中共海軍而言,無論是在艦艇數量、能力及現況上有許多相近之處。未來在兩岸發生軍事衝突時,我海軍無論是在戰前整備、艦隊、海巡兵力及民、物力的運用上,都必須要有妥善的規劃及運用,結合不對稱的戰術作為,以發揮最佳的作戰效能,使中共不敢輕易發動兩棲攻擊,迫使其攻臺作戰失敗。本文就俄烏戰爭中,雙方海軍所發生的衝突事件來提供我艦隊思考,我艦隊未來之應處作為。

The crisis in Ukraine has worsened since 2021, and by 2022, Russia had invaded Ukraine beginning on 24 February. Although the Russo-Ukrainian War is still in progress, the winner or loser has not yet been known. Though this war has not yet ended, many results are worthy of reference for our fleet among the various events between the Russian and Ukrainian navies on both sides. The ROCN and the PLAN have many similarities with this battle regarding the number of ships, capabilities, and current conditions. Hence, in the future, when there is a military conflict between the two sides of the Taiwan Strait, our navy must have proper planning and utilization in terms of pre-war preparations, fleet and coast guard forces, and the use of civilian and material resources. Combining asymmetrical tactical actions to maximize combat effectiveness makes the PLAN dare not launch an amphibious attack quickly and forces it to fail in its attack on Taiwan. This article provides a reference for our fleet on the conflicts between the navies of both sides in the Russo-Ukrainian War and what our fleet should do in the future.
