連鎖加盟產業近年來除了在台灣蓬勃發展之外,也逐漸拓展至國際舞台。在台灣民眾勇於冒險犯難,熱衷於自己當老闆,自然而然加盟是最快而且最為簡單方便的途徑。也因此不少不肖份子利用此一心態而短線經營,亦即其成立加盟總部的原因只是為了吸取加盟時所需繳交的費用,而無長久永續經營的計劃,造成許多無辜民眾受騙上當。 過去在衡量總部健全度時都是站在總部的角度,由政府單位協同產業公會以專案執行的方式,審查自願受審總部的資料後,再由專家學者實地考察此一總部在經營管理、人員訓練、資產結構及未來發展與規劃是否良好。政府的用意雖為良善,但難免會產生資訊不對稱的情況,那些原本就願意接受審查的總部本身的體質可能就較為健全,所以願意參與此專案;如此一來會漏掉沒有自發性參加審查之總部。 本研究的第一階段從加盟者的角度出發,在經由文獻探討、專家學者座談會,找出共同衡量加盟總部體質健全度之指標。將衡量指標分成三大構面:品牌總部透明度、品牌總部支援能力及品牌總部競爭優勢,並給予每個構面清楚的定義。在將指標分類完畢後,也利用專家效度的方式將重要的指標決選出來,以供後續問卷的量表設計。 在第二階段中透過問卷調查,以統計量化的方式找出這些衡量指標在加盟主心中重要程度的排序,並發現在產業現況中,加盟主所認知的重要性與總部實際達成的程度存有落差。最主要的原因出自於加盟總部在招攬加盟主時所承諾的條件,在加盟後兌現的比率偏低,才會造成此一現象。 本研究所歸納整理的衡量指標,目的在於協助想要投身在加盟產業的加盟者們,可以利用這些重要的衡量指標挑選出適合其的體質健全總部,並且防範存有惡意詐財,或體質不健全有倒閉風險的總部。期望減少加盟者權益受損的情形,並使台灣連鎖加盟產業發展更為興盛,同時在拓展至海外時其實力也能更為雄厚,有足夠的本錢與國外品牌一較長短。
In recent years, franchise industry grows to bloom not only in Taiwan, but also in the world. People take chances to be a boss with positive attitude in Taiwan. Actually, franchising is the best and easiest way to start up a business which the business model has already established. But some bad franchisers would cheat franchisee’s money instead of helping them for business. In this situation, the franchise industry would be less attracted to those who want to own a business for themselves. It would also impact the economic of Taiwan negatively. Government has developed some measurement criteria to screen out bad franchisers in the past, but the effort is still not enough. Government contracted out the project to Franchise Association who founds a task team made up of experts and scholars in order to investigate the healthiness of franchisers. Although the method would help franchisees to avoid those bad franchisers, there is still some problems. Good franchisers would like to participate in this project to show their sound management or supporting function voluntarily, so maybe bad franchiser would not be the investigated object. So, how to develop a measurement tool to help all the people who want to be a franchisee effectively and how to choose a sound franchiser is the most purpose of this research. The research refers to and organizes literatures to find a list of measurement standards. And then we’ll invite experts and scholars in franchise industry to hold a focus group. We’ll discuss about how to build up system to measure the healthiness of franchisers and design questionnaries. After investigation, we develop a framework and measurement indexes to help the franchise industry.
