建構綠色旅館認證項目之研究
—以『全球永續旅遊準則』為架構

觀光旅遊這個無煙囪產業，被各國視為重要的新興產業，整個旅遊活動行為中，對國家經濟的提升扮演了非常重要的角色，更對其它如增加就業機會與在地文化的交流具有重要明顯的幫助。但是，旅遊活動中所造成的環境的衝擊更是相當的嚴重，例如：大量增加的廢棄物、動力能源的大量被消耗….等等。我國多年來更由於企業的外移和城鄉發展的差異下，已衍生結構性失業與貧富差距之惡化之經濟與社會問題，如何藉由旅遊活動來兼顧經濟與社會面向與文化交流問題，並能更積極地將環境相關問題一起總括看待，能夠邁向永續發展的方向，實在是值得好好深思的課題。本研究旨在以旅館管理者的角度，建構適合台灣飯店業的綠色旅館指標項目。首先指出觀光旅遊活動與永續發展間之重要關連；並指出旅館在觀光旅遊活動下所處之重要影響位置，更進而提出綠色旅館的概念；並描述了推動綠色旅館的目的與執行的重點，以邀請國內旅館業的經營管理者，藉由專家訪談法以了解我國若推動綠色旅館認證的項目內容以及應努力的方向。本研究蒐集國內外相關研究領域之專業論文、期刊、政府出版品以及相關法規等進行研析；其次，參考『全球永續發展準則』的項目，設計篩選出包括社會經濟、文化、環境等三大探討構面的問題，研擬題項後藉由問卷及專家訪談方式，進一步瞭解各旅館管理者對於建構綠色旅館指標項目的評論，及將來可落實執行的建議。本研究之貢獻將可供我國觀光產業做為未來推動永續發展策略規劃下綠色旅館認證之參考依據。

Tourism, the so-called “an industry without chimney”, is usually treated as a critical emerging industry in the world. It plays a very significant role to enhance the national economy and, moreover, gives a strong and obvious boost to increase employment opportunities and local culture interaction. However, the tourism activities also made a huge impact on our environment, such as an increasing amount of waste and energy consumption. Due to the corporate relocation and gap between urban and rural development over the years, the economic and social problems in Taiwan such as structural unemployment and gap between rich and poor had been growing worse. Therefore, it is definitely worthy of a ripe deliberation to think how to look after the economic, social and cultural issues with the tourism activities as a whole, give a full-scale consideration to the environmental issues in a more proactive way and be capable of moving towards the sustainable development. This paper aims to construct the indicator items for a Green Hotel from the hotel managers’ perspectives, which are applicable to the hospitality industry in Taiwan. First of all, the important connection between tourism activities and sustainable development is shown clearly in this paper. Secondly, this paper points out the fact that the hospitality industry holds a significant influential position among the tourism activities and then presents the concept of green hotel. Furthermore, the purpose of promoting Green Hotel and the criteria implementation is explained in detail accordingly. In conclusion, by the expert interview method with hotel managers in Taiwan, this paper finds out the contents of the indicators for green hotel certification and the way to keep on working it out. A great deal of information such as professional papers, journals, government publications and relevant regulations in the related field of study at home and abroad has been considerably collected for study and analysis. In the next place, by referring to the items of global sustainable development, the interview questions are designed and screened to three major categories including socio-economic, culture and environment facets. After elaborating the subjects and questions, this paper proceeds with the expert interviews and learns more about the hotel managers’ comments on constructing the indicator items for Green Hotel and suggestions about the executable implementation in the future. This paper could be a fair contribution to the reference basis for green hotel certification by the advancement of strategic planning for sustainable development for our future tourism industry.
