臺灣地區養豬飼料共同採購制度改善研究

摘要

臺灣地區為因應加入國際貿易組織對養豬產業所帶來之衝擊，自1995年起開發試辦由基層農會及合作社協助養豬農民辦理飼料共同採購業務，至2010年參與飼料共同採購計有39個農會或合作社辦理飼料共同採購，即辦理飼料共同採購之單位分別佔合作社之41.27%及農會之4.30%。
本研究之調查結果發現，已參與飼料共同採購業務的養豬農民有74.07%對目前辦理飼料共同採購感到滿意，有86.54%的養豬農民認為參與飼料共同採購對於採購飼料是方便的，有90.39%的養豬農民認為參與飼料共同採購確實可以降低養豬場的飼料成本；尚未參與飼料共同採購業務的養豬農民有44.15%表達有參與意願，其餘21.28%表示尚待觀察，而僅有2.13%表示不同意參與飼料共同採購業務，即表示養豬農民對養民組織辦理飼料共同採購業務是有期待的。
本研究希望藉由改善目前飼料共同採購制度，包括：1.改進參與飼料共同採購保證方式，將聯保改為自行保證、2.建立具有採購回饋機制、生產指導訓練、檢驗飼料品質及投資相關產業資金之貨款保證及運用基金與3.建立整合性養豬農民資訊系統，以增強養豬農民參與飼料共同採購業務意願。

In response to the impact of Taiwan to join trade organization of world to bring the hog industry, since 1995, developed a pilot assisted by grassroots farmers' associations and cooperatives hog farmers apply join-purchase feedstuff system. There are 39 farmers' associations or cooperatives to participate in join-purchase feedstuff system until 2010. Apply join-purchase feedstuff system unit accounted for 41.27% of cooperatives and farmers' associations of 4.30%.
The findings of this study found that participation in join-purchase feedstuff system hog farmers are satisfied with 74.07%. There are 86.54% of hog farmers believe that participation in join-purchase feedstuff system is convenient. There are 90.39% of hog farmers believe that participation in join-purchase feedstuff system can reduce the cost of hog farms. Has not been involved in join-purchase feedstuff system of hog farmers’ expression of willingness to participate 44.15%. There are 21.28% of hog farmers, said to be seen. Only 2.13% of hog farmers said they did not agree to participate in join-purchase feedstuff system. Hog farmers have expressed farmer organizations apply join-purchase feedstuff system is expected.
This study hopes to improve the current join-purchase feedstuff system in order to enhance the hog farmers' willingness to participate, including 1) Improved guaranteed way to participate in join-purchase feedstuff system by jointly guarantee to assure self, 2) To establish payment guarantee and the use of funds has purchasing feedback mechanism, production guidance and training, inspection feed quality and investment-related industries, 3) Establishment of integrated information systems of hog farmers.
