摘要

農業為國家基礎產業，鑑於糧食供應、綠色環境維護的需要，在面臨資源日漸短缺，經濟社會快速變遷的趨勢下，以農地利用為基礎的農業區域發展規劃愈為重要；臺灣的小農經營制度，農民以集約的勞力、精密的技術，雖已創造了成功的典例，但在面臨整體經濟結構的改變，經營規模太小、經營個體零散，導致資金、技術無法集約投入，且農業生產具有生物性與季節性，產銷與市場供應機能不易發揮，連帶造成產銷計畫不易落實，以致於農業一直停滯在無效率的初級產業。本研究規劃，採取現代資源規劃理念與技術，以農地利用規劃作為先驅，區劃農業生產區段，輔導個體農戶為農業共同產銷組織，結合小農為大農經營體，使其具有大農場規模的經濟效益，保有個別所有權的小農經營機動調整能力，來突破傳統的低效率、高成本的瓶頸，成為具有企業經營理念、高科技知識應用、掌握市場資訊的現代化農業經營實體，已為現階段追求農業結構調整的必要途徑。

Agriculture is the national basic industry. Due to the need of food supply and green environment protection, also the natural resource is getting shorter daily and under the fast change of economic society, the planning of regional agricultural development based on farmland utilization concept is become important. The small-scale management system, labor intensive operation and advance techniques are the factors of successful agricultural development in Taiwan. But now it is facing the change of integrated economic structure, too small-scale farm, scattered individual operation resulted in the capital and techniques can't effectively put into production. The agricultural production is possessed with biological and seasonal characteristic, production and market function is not easily elaborated as well as the production project is not fully accomplished. This is the reason that agriculture is always remained as non-efficiency primary industry. This study is adopting the modern resource planning concept and technique, using the farmland consolidation as pioneer to design the agricultural production region. Under the supervision of the Station, to organize the individual farmer and forming the production and marketing team, combine the small-scale farm to become large scale farm, in order to increase the economic efficiency. That the individual farmer could maintain the flexible adjustment ability. It is to break-through the traditional low-efficiency and high cost bottle-net and transformed into that possessing the entrepreneur management concept, high-tech knowledge application ability as well as control market information agricultural management entity. It is become an essential pathway for pursuing agricultural structure adjustment.
