野柳地質公園遊客行為規範守則之研究

摘要

野柳地質公園是北台灣最具代表性的景點，富含了世界性的特殊地質、地形，是民眾絕佳的戶外教室。野柳的地形屬於近觀型地景，常因遊客在遊憩過程中的不當行為，而造成地景的破壞與管理上的困擾，進而影響遊客的遊憩體驗與品質。近來以聯合國教科文組織世界地質公園精神為發展目標，為了達到地質公園強調的保護與教育目標，對於遊客行為的瞭解就更顯重要。所以本研究實地觀察發掘遊客的不當行為，並透過問卷調查來分析遊客的環境認知與態度是否影響其不當行為的產生與對規範的認同。根據調查結果與檢討野柳地質公園現有之規範，修擬遊客規範守則，以提供管理單位參考。
研究發現1. 遊客常見的不當行為包括：跨越警戒線、水邊戲水與海釣、觸摸攀爬地景、採集海產、擅自離開架設步道行走、抽煙與不當穿著等；2. 遊客的環境認知與態度影響其行為的產生：當遊客對環境的瞭解比較深刻，且對於環境保育所持正向態度，在保護環境以及遵守規範上都有比較好的表現；3. 遊客認同的行為規範與其實際環境行為缺乏一致性：多同意以規範來維持園區永續發展，但本身卻又無法身體力行；4. 現有規範之缺失：遊客規範守則，雜亂散置在不同的告示牌、摺頁與網頁上，資訊缺乏統整性與系統性，其中有許多項目已經不符合目前的情況，且多以「禁止」等負面字詞作為規範內容，鮮少告知遊客規範的源由、不當行為之後果，反而使得遊客無所適從。
最後藉由修擬遊客規範守則，向遊客傳達對環境應有的態度與保育資訊，加強遊客對環境的認知與導正對環境的態度，使遊客透過對環境的認知與瞭解，改變態度以實行對環境的正向行為。

Yehliu Geopark is the most representative spot of Northern Taiwan. It richly contains special geological structures and terrains, thus is the excellent outdoor classroom for the public. Visitors’ inappropriate behaviors can damage the landscape and destroy the quality of tourism. Therefore, this study observes and records visitor’s inappropriate behavior and try to figure out behaviors and norms by using questionnaire, then suggests some basic regulations for visitors.
This study shows 1. The usual inappropriate behaviors of visitors include crossing the warning line, playing by the water, ocean side fishing, touching or climbing landscape, collecting living samples, straying from the trail, smoking and unsuitable dressing. 2. The degree of visitors’ knowledge about Yehliu and their attitude to environment can also influence their behaviors. 3. Visitors agree on the regulations but do not practice. 4. By reviewing the regulations in Yehliu Geopark, this study finds that they don’t explain why visitors should obey the rule and always use “No” to limit visitors’ behaviors. Regulations are also distributed in different boards, leaflets, and website.
According to the results of this study, we modify visitor conduct guideline to transmit correct informations and try to change visitors’ inappropriate behaviors.
