臺灣化學品管理績效指標框架之研究

雖然國際間通過以國際化學品管理策略方針(Strategic Approach to International Chemicals Management，SAICM)作為推動全球化學物質安全管理的國際政策架構，由於化學管理推動績效尚未有一致性的衡量方式，因此在溝通化學品管理推動成果易產生概念抽象模糊，亦不易掌握全球環境現況及環境問題相互影響。由於國際間尚未產出標準化的化學品管理績效衡量方法，但可從現行各國使用的績效指標中發現共通性原則及整體管理趨勢，因此本研究藉由文獻回顧，蒐集包含加拿大、澳洲、經濟合作發展組織(Organization for Economic Cooperation and Development，OECD)、歐盟及聯合國(SAICM)化學品管理績效指標；並運用綜合研析方式，分析指標組成、影響評估方式及指標架構，並以汞管理績效指標作為實證分析，以檢討修正解析內容，最後與我國化學品管理績效指標分析比較，提出臺灣化學品管理績效指標框架之建議。依據研究結果，可將化學品管理績效指標組成分為計畫階段的「投入、活動、產出」指標，以及影響階段「結果指標、影響指標」，並利用PSR(Pressure壓力，State狀態，Response響應)因果鏈，建立管理績效指標框架及情境模組；另外依據我國與美國、加拿大及日本的指標分析比對結果，則提出臺灣化學品管理績效指標框架及建議評估項目，以及未來指標發展建議。

Although the Strategic Approach to International Chemicals Management (SAICM) is adopted as an international policy framework to promote the safety management of global chemical substances, as there is no consistent way to measure the performance of chemical management promotion, it is easy to produce conceptual abstraction and vagueness when communicating the promotion results of chemical management, and it is also difficult to grasp the current state of the global environment and the mutual influence of environmental issues. Since there is no standardized chemical management performance measurement method in the world, common principles and overall management trends can be found from the current performance indicators used in various countries. Therefore, this study uses a literature review to collect chemical management performance indicators including Canada, Australia, the Organization for Economic Cooperation and Development, the European Union and the United Nations (SAICM), and use comprehensive research and analysis methods to analyze the indicator framework, indicator structure and impact assessment methods, and use mercury management performance indicators as empirical analysis to review and modify the analytical content. Finally, compare with Taiwan’s chemical management performance indicators and propose Taiwan’s chemical management Recommendations for the framework of performance indicators. Based on the research results, the chemical management performance indicators can be divided into the "Input, Activities, Outputs" indicators in the planning stage, and "Result indicators, Impact indicators" in the impact stage, and use PSR (Pressure, State, Response) causality chain, establish a management performance indicator framework and context module; in addition, based on the results of the analysis and comparison of indicators between Taiwan and the United States, Canada and Japan, the Taiwanese chemical management performance indicator framework and recommended evaluation projects are proposed, and suggestions for the development of future indicators.
