台灣自1970年大阪萬國博覽會後睽違40年,終於在2010年上海世博會重回世博舞台。新竹市政府標購2010年上海世博會台灣館,設立世博台灣館產創園區,不但是新竹市第一個成功招商的促參案件,且堪稱新竹市30年來罕見的重大公共建設。新竹市政府希望以國際級的觀光亮點,帶動文創產業,繁榮地方經濟,增加財政收入,促進城市永續發展;然而隨著參觀人數銳減,以及世博台灣館OT案終止契約,並未達成規劃目標。 研究發現,新竹市政府標購世博台灣館及以「硬體自建、營運委外」方式籌辦世博台灣館產創園區的過程中,達成擴增建設經費以提昇產出、公共聲譽等目標,可能才是新竹市政府標購世博台灣館的主要因素。而新竹市議會為了形塑有利的偏差動員,持續利用各種事件延宕新竹市政府的招商進度並影響市民對世博台灣館的觀感,加上我國促參法以財務獨立專案型為主,導致營運廠商專長為商場經營而非觀光行銷,在這樣的歷史脈絡下世博台灣館購票人數快速下滑,不僅影響2014年縣市長的選舉,也造成世博台灣館OT案提前終止契約、無法達成政策目標的結果。 本文提出以下四點政策建議:一、自償性債務之規模應有所限制,避免行政機關過度擴增建設經費。二、促參法應納入民間融資提案模式,確保民間機構具主要事業專長以達政策目標。三、促參案之營運績效評估宜建立客觀指標,降低民意機關對營運之干擾。四、適度規範OT適用範圍,減少政府及民間機構重複投資、資源浪費之可能。
Hsinchu City Government to purchase and rebuild the 2010 Shanghai World Expo Taiwan Pavilion, not only the first successful Private Participation in Infrastructure Projects in Hsinchu City, but also rare major public construction in Hsinchu City. Hsinchu City Government hopes to promote cultural industries, the prosperity of local economy, increase revenue and develop the city. However, with the Expo Taiwan Pavilion OT case termination of contract, Hsinchu City Government did not reach the planning objectives. The study found the main factor that Hsinchu City Government purchase the 2010 Shanghai World Expo Taiwan Pavilion is expansion of construction funds. Hsinchu City Council in order to shape the favorable mobilization of bias, use a variety of events to delay the Hsinchu City Government merchants progress and affect people's perception on the Expo Taiwan Pavilion. Because of the operators has no sightseeing marketing expertise, the number of visitors to Expo Taiwan Pavilion had been declined. It is not only affected the election of the mayor of 2014, but also caused the end of the contract of Expo Taiwan Pavilion OT case. After the political and economic analysis of this case, this paper proposes the following four policy recommendations: First, the scale of self-redeeming public debt should be limited. Second, Act for Promotion of Private Participation in Infrastructure Projects should be included in the Private Finance Initiative. Third, to establish objective indicators to the performant evaluations for Private Participation in Infrastructure Projects. Fourth, moderately regulate the scope of Operation-Transfer to reduce the government and private institutions to repeat the investment.
