本研究旨在建構國民運動中心中階經理人的經營管理專業職能,職能架構取 自勞動力發展署全球資訊網之職能基準介紹。首先透過文獻分析法整理分析,找出 中階經理人專業職能的內涵與向度,參考文獻包含國民運動中心經理人、中階經理 人之職能意涵、運動中心經營管理等研究。接著邀請 3 位運動中心的經營管理者 進行半結構式訪談,透過與專家的意見交流建構出運動中心中階經理人職能初稿, 並根據此初稿設計德爾菲問卷。德爾菲法邀請 20 位來自產官學界的專家學者進行 三回合的問卷填答,並將所得資料整理成修正後的職能基準。另外進行層級程序法 的權重分析,綜合最終結果提出具體建議及改善方向,歸納出運動中心中階經理人 的五大職能構面分別為「營運計畫擬定及執行」、「行銷推廣及活動籌辦」、「顧客管 理服務能力」、「人力資源管理」及「內部行政事務管理」。預期在理論的建構與實 務應用,對國內各運動中心中階經理人的人力資源規劃有所助益,提供招募、晉用、 績效評估的參考準則。同時建議後續的研究能以本研究的職能基準架構為基礎,建 構具備信效度的運動中心中階經理人專業職能工具。
The purpose of the study was to construct the functional competency of the middle managers in the Civil Sports Center. The literature was taken from the Occupational Competency Standard (OCS) introduction of the Workforce Development Agency, Ministry of Labor. We collected data through semi-structured interview method from the three middle managers of the sport center at present. Based on the literature review and focus group interview, we constructed the initial competency indicators questionnaire for Delphi and AHP (analytic hierarchy process) method. The Delphi and AHP was conducted by 20 experts from industries, government, and universities. The results in this study were analyzed and classified into five aspects: (1) Develop and implement business plans; (2) Marketing promotion and event planning; (3) Customer management service; (4) Human resource management; (5) Human resource management. Based on the theory construction and practical application, the result is expected to help middle managers for the human resource planning, evaluation, as well as the research on personnel effectiveness and personnel training. Also, it is hoped that the follow-up research can base on the constructive model of this this study to construct the core competency measurement tools with reliability and validity for the middle manager in the sports center.
