台商赴大陸投資與其國內投資、研發活動關係之研究

摘要

近年來中國大陸逐漸取代東南亞、中南美洲、美國等而成為台灣最大的對外投資地區。也因此，當廠商陸陸續續的前往大陸投資及將出口重心放在大陸時，將對台灣的經濟產生不小的衝擊，如經濟成長、出口、國內投資、產業調整、產業空洞化、研發活動及就業問題等。為了解台商赴大陸投資是否可能帶來經濟上負面之影響，亦或是台商赴大陸投資為廠商、產業轉型的過程之一，則本文透過台商赴大陸投資對國內投資、研發活動關係之研究，將有助於瞭解台商赴大陸投資是否帶來國內投資的減緩，並進而帶來國內經濟負面之影響；赴大陸投資是否帶來國內研發活動的增加，則赴大陸投資行為可視為對國內廠商及整體產業帶來正面之影響。
本文利用個體階級(firm level)的製造業上市上櫃廠商資料並整理為五年的Unbalanced Panel data，有別於過去國內大部分文獻在討論對國內投資及研發行為之影響時，其並未考量拉長時間來看的效果以及赴大陸投資的累積、遞延影響因素對於國內投資、研發的影響，我們考慮了赴大陸投資的累積及遞延因素，加入前一期赴大陸投資作更全面之衡量，建立國內投資與赴大陸投資模型、國內研發與赴大陸投資模型實證分析國內製造業上市上櫃廠商赴大陸投資與其國內投資、研發活動之間的關係。另外，為避免國內投資及研發可能存在的內生性問題，更利用了前一期國內投資及國內研發以避免產生估計上的偏誤。而最終實證結果顯示，台商赴大陸投資將對國內投資產生整體上的負面影響，對國內研發行為整體上產生正面之影響。因此，我們可將台商赴大陸投資視為廠商轉型過程之一環，在轉型的過程中造成國內投資的減少對台商而言，台商將留在國內的部門提升了研發活動的投入，長期而言對廠商及產業為正面之影響。

Recently, Mainland China has been the biggest outward FDI(foreign direct investment) area in Taiwan.This investment behavior will cause some influences on the domestic economy, such as export, employment, domestic investment, industry adjustment, R&D activities and so on.To study the influences of outward FDI on domestic economy, we will discuss the Taiwanness maufacturing firms investing in Mainland China and domestic investment and R&D activites.Based on the data from Taiwan Economy Journal from 2000 to 2005 and taking the lag period’s influence of investing in Mainland China into account, the empirical results show that investing in Mainland China will cause domestic investment to decrese and R&D activities to increase.The result implies the Taiwanness maufacturing firms investing in Mainland China is the process of structure change from labor intensive to capital intesive.Although investing in Mainland China will lead to some damage on domestic investment, then cause the production and employment to decrease, but the firms will change their focus to R&D activities which will benefit the firm and industry in the long-run.
