根據經濟部能源局統計高科技廠房能源使用結構中約有93%為電力使用,石化能源在人類的使用下,已經逐年減少且價格攀升,而台灣是一個海島國家,本身能源不足缺乏自主性,因此節約能源或尋求可永續利用之輔助再生能源形成高科技廠房重要的議題。 目前太陽能發電尚無足夠經濟效益,在這樣不利因素下,仍然有高科技廠房願意裝設使用,因此本研究透過個案研究法,以國內具代表性半導體工廠評估太陽能發電系統的模式為案例,欲探討:(1)選擇太陽能發電系統原因;(2)可行性評估之準則;(3)決策準則。期望得到關鍵影響決策的因素,作為其他高科技廠房評估時的參考及政府相關單位制定政策之依據。 本研究發現:(1)選擇太陽能發電系統關鍵因素為,法規複雜度低及能源技術成熟度,最適合高科技廠房應用。(2)設置成本在建廠預算內,能實踐企業社會責任進而提升企業形象,且此能源系統具有未來發展性,則太陽能發電計畫為可行。(3)決策準則為相信可行性評估結果並能夠協助太陽能產業的發展。 據以個案各階段評估要素及研究結果,提出太陽能發電系統評估的準則,從能源、環境、經濟、社會四大構面出發,構面中的指標能反應高科技廠房的評估重點,藉由此評估準則之衡量進而決策是否採用太陽能發電系統。
Based on published statistics, 93% of the energy consumption in a typical high-tech Wafer manufacturing fab are from electricity in Taiwan. Whenever the price of petrifaction- energy is up, the consumption is down. As an island nation, Taiwan does not have enough energy and heavily depends on import from the oversea. Saving energy or seeking for sustainable auxiliary renewable energy has become an important issue. Presently, Solar System does not have economic advantage. However, under such unfavorable circumstances, there are still high-tech facility manufactures that are willing to apply. Therefore, the purpose of this study is to find out the Solar System evaluation criteria of a representative semi-conductor factory in Taiwan. The study addresses the issues.: (1) The reasons to choose Solar System, (2) Evaluation criteria, and (3) Decisive criteria. In addition, the study intends to find out the critical factors that affect decision-making processes and lays down a generic foundation for evaluating the use of other energy systems in high-tech facility. The study concluds: (1) The reasons to choose Solar System in high-tech facility are the low complexity in relative laws or regulations and the maturity of technology. (2) The evaluation criteria for feasibility analysis are whether or not the cost of construction is under the whole construction budget? it can fulfill company’s social responsibilities and raise the corporate image? the system is expandable in the future? If the answers are yes, then Solar System is feasible. Finally, the study proposes criteria for evaluating Solar System for high-tech facility. The criteria are energy, environment, economy and social quality.
