台灣地處環太平洋地震帶,地震事件頻發,而且經常造成巨大損失。2002年台灣設立財團法人住宅地震保險基金,開始實施政策性的住宅地震基本保險。但地震巨災風險的隨機性會影響政府財政的穩健,指數保險在巨災風險管理方面的應用為解決災後救助和災後重建提供了一種有效可行的方案。 指數型保險是近年來國際保險行業研究的熱點,借助其信息透明、理賠成本低、減少道德風險等優勢,可以幫助政府分散巨災風險。目前,天氣指數保險已經在很多國家和地區得到了成功應用,巨災指數保險也開始了一些成功試點。本文將這一新型保險的思路引入台灣的住宅地震保險計劃中,闡述地震指數保險的基本情況,並對指數保險的觸發指數和限值進行測算。 圍繞這一主題,本文主要從三個方面展開研究:一是介紹指數保險的發展情況;二是研究指數保險的設計思路,為本文提出的方法提供指導和依據;三是根據台灣地震災害的歷史經驗數據,具體測算台灣住宅地震指數保險的觸發條件。最後,再對於巨災指數的深入發展做一些介紹。
Taiwan is located in the Circum-Pacific seismic belt, there are many frequent earthquakes which cause serious damage. In 2002, Taiwan sets up TREIF (Taiwan Residential Earthquake Insurance Fund) and carries out the political residential earthquake insurance. However, the uncertainty of earthquake catastrophe risk will affect the health of the government finance. The application of index-based insurance in catastrophe risk management will provide an effective and practical solution to the post-disaster relief and post-disaster reconstruction. The index-based insurance is a hot topic in the international insurance industry in recent years. Depend on the advantages of information transparency, low cost of claiming, moral hazard reduction, and so on, the index-based insurance will help the government to spread the catastrophe risk. Currently, the weather index-based insurance has been successfully applied in many regions and countries, the catastrophe index-based insurance has also been successful piloted. This paper will introduce the idea of this new type of insurance into the residential earthquake insurance program in Taiwan, describe the basic situation of the earthquake index-based insurance, and focus on the calculation of the trigger indexes. Around this theme, this paper has three aspects. First of all, it expounds the origin and the development of index-based insurance. Secondly, it studies the design idea of index-based insurance, and provide the guidance and basis for the proposed method in this paper. Thirdly, it specifically calculates the trigger indexes of Taiwan residential earthquake index-based insurance based on the historical data of Taiwan earthquake disaster. Finally, it introduces the in-depth development of catastrophe index.
