為達到生態保育與資源永續利用,國際上相繼成立各類型的保護區。由於後續的經理措施會影響到設置保護區目標的達成與否,因此,近年來國際上已有許多針對各種類型保護區進行經理成效評估之研究,以改善並提升其經理成效。本研究以東北角暨宜蘭海岸國家風景區的地質保護區為研究區,分兩個階段進行研究。首先建立研究區內於產出階段的經理成效評估指標,主要經由文獻回顧及實地勘查,並與管理處的相關人員進行訪談而確立評估指標,共計分五大類、十項指標。接著依據擬定的評估指標,進行經理成效之評估。 評估結果顯示,在「觀光活動經理」、「資訊、解說和教育」、「成員訓練」等方面,現行的經理活動尚不足夠,管理處可再加強其經理活動以利設置目標的達成。另外,研究中發現在地質保護區尚有可為的經理措施,包括「地景保存」、「監測和評估」等方面,建議管理單位於未來可會同專家學者研擬相關的計畫並執行,以確保地質保護區的有效經理。
In order to achieve the purpose of ecology protection and resource sustainable utilizing, various protected areas have been established in recent years. The management activities of protected areas will deeply affect that whether their objectives are successfully functioned, hence, many studies have focused on the evaluation of management effectiveness for various protected areas. Also, the results of these studies proposed suggestions to improve and enhance the performance of existing management activities. In this study, the geological reservatory in the Northeast and Yilan coast National Scenic Area was selected as an investigation area, and the investigations were achieved by two steps. Firstly, for the studied area, the indicators of the management effectiveness can be established mainly through field research; and interview with the employee of administrative departments. These indicators can be classified as five categories, ten indicators. After that, the evaluation processes can be proceeded based on decided evaluation indicators. The results indicate that existing management activities still not enough in following fields: 1. the management of tour activities; 2. information, interpretation, and education; 3. staff training. We suggest that the administrator departments should enhance related activities. Moreover, for geological reservatory, the administrative departments should enhance the management capacity in aspects of: 1. landscape reservation; 2. monitoring and evaluation. Based on the results of this investigation, we suggest the administrative departments should cooperate with experts and/or scholars to establish some efficiency projects to achieve efficiency management activities.
